中央農(nóng)村工作會(huì)議2025年12月29日至30日在北京召開。會(huì)議傳達(dá)學(xué)習(xí)了中共中央總書記、國家主席、中央軍委主席習(xí)近平對(duì)做好“三農(nóng)”工作作出的重要指示。習(xí)近平指出，要錨定農(nóng)業(yè)農(nóng)村現(xiàn)代化，扎實(shí)推進(jìn)鄉(xiāng)村全面振興，推動(dòng)城鄉(xiāng)融合發(fā)展。

Chinese President Xi Jinping has called for solidly advancing rural revitalization across the board and promoting integrated urban-rural development, with a strong focus on agricultural and rural modernization. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks in his instructions on work related to agriculture, rural areas and farmers, which were learned at the annual central rural work conference held in Beijing from December 29 to 30, 2025.

自黨的十九大提出實(shí)施鄉(xiāng)村振興戰(zhàn)略以來，在黨的領(lǐng)導(dǎo)下，我國糧食產(chǎn)量不斷邁上新臺(tái)階，脫貧攻堅(jiān)成果持續(xù)鞏固拓展，守住了保障國家糧食安全和不發(fā)生規(guī)模性返貧致貧底線，鄉(xiāng)村發(fā)展、鄉(xiāng)村建設(shè)和鄉(xiāng)村治理重點(diǎn)任務(wù)有序推進(jìn)，鄉(xiāng)村振興取得了階段性顯著成效，廣大農(nóng)村面貌煥然一新。黨的二十大對(duì)全面推進(jìn)鄉(xiāng)村振興作出重要部署，黨的二十屆三中全會(huì)《決定》強(qiáng)調(diào)“必須統(tǒng)籌新型工業(yè)化、新型城鎮(zhèn)化和鄉(xiāng)村全面振興”。2025年中央一號(hào)文件聚焦進(jìn)一步深化農(nóng)村改革、扎實(shí)推進(jìn)鄉(xiāng)村全面振興作出部署。從“全面推進(jìn)鄉(xiāng)村振興”到“推進(jìn)鄉(xiāng)村全面振興”，既反映了我國“三農(nóng)”工作重心的轉(zhuǎn)移，也體現(xiàn)了鄉(xiāng)村振興內(nèi)涵的拓展，前者強(qiáng)調(diào)的是全面推進(jìn)，后者更加注重全面振興。

鄉(xiāng)村全面振興具有豐富的內(nèi)涵。從領(lǐng)域來看，鄉(xiāng)村全面振興涉及農(nóng)村經(jīng)濟(jì)建設(shè)、政治建設(shè)、文化建設(shè)、社會(huì)建設(shè)、生態(tài)文明建設(shè)和黨的建設(shè)等各個(gè)方面，這就要求統(tǒng)籌規(guī)劃，協(xié)同推進(jìn)各個(gè)領(lǐng)域建設(shè)，促進(jìn)農(nóng)業(yè)全面升級(jí)、農(nóng)村全面進(jìn)步、農(nóng)民全面發(fā)展。從路徑來看，鄉(xiāng)村全面振興是包括產(chǎn)業(yè)振興、人才振興、文化振興、生態(tài)振興、組織振興的全面振興，這“五個(gè)振興”既是鄉(xiāng)村全面振興的重點(diǎn)任務(wù)，也是其實(shí)現(xiàn)路徑。推進(jìn)鄉(xiāng)村全面振興，就是要統(tǒng)籌部署、協(xié)同推進(jìn)“五個(gè)振興”，實(shí)現(xiàn)產(chǎn)業(yè)興旺、生態(tài)宜居、鄉(xiāng)風(fēng)文明、治理有效、生活富裕。

【重要講話】

要全面推進(jìn)城鄉(xiāng)、區(qū)域協(xié)調(diào)發(fā)展，提高國內(nèi)大循環(huán)的覆蓋面。充分發(fā)揮鄉(xiāng)村作為消費(fèi)市場(chǎng)和要素市場(chǎng)的重要作用，全面推進(jìn)鄉(xiāng)村振興，推進(jìn)以縣城為重要載體的城鎮(zhèn)化建設(shè)，推動(dòng)城鄉(xiāng)融合發(fā)展，增強(qiáng)城鄉(xiāng)經(jīng)濟(jì)聯(lián)系，暢通城鄉(xiāng)經(jīng)濟(jì)循環(huán)。

Coordinated development between urban and rural areas and between regions should be promoted to increase the coverage of domestic circulation. We should give full play to rural areas as a consumer market and factors market and comprehensively promote rural revitalization. We should also promote urbanization with county towns as a pivot, promote integrated urban and rural development, strengthen economic ties between urban and rural areas, and smooth economic circulation between urban and rural areas.
